MABE Presentation on Local Board Policy Changes Arising from the 2017 Legislative Session (6/15/17)

The session saw the introduction of 1672 House bills and 1208 Senate bills. Of these 2880 bills and resolutions, MABE tracked more than 400 bills, and provided testimony and advocated on more than 60 House bills and more than 40 Senate Bills. The Legislative Summary Report and Presentation highlight the major education-related bills enacted, and rejected, and the State operating and capital budgets enacted for the 2017-2018 school year.

The 2017 legislative session convened on January 11, 2017 and adjourned 90 days later on April 10, 2017. In advance of the legislative session, MABE conducted its annual update of the association’s Continuing Resolutions, which provide the foundation for MABE’s legislative and policy positions in the coming year. On October 5, 2016 local board members approved Continuing Resolutions for 2016-2017. In November 2016, MABE’s Legislative Committee adopted the 2017 Legislative Positions.

2016 Legislative Session Archives

MABE’s 2016 Legislative Session Summary Report and Presentation

The 2016 legislative session of the Maryland General Assembly convened on January 13, 2016 and adjourned 90 days later on April 11, 2016. In advance of the legislative session, MABE concucted its annual update of the association’s Continuing Resolutions, which provide the foundation for legislative and policy positions in the coming year. On September 30, 2015 local board members approved Continuing Resolutions for 2015-2016, and following the Annual Conference MABE’s Legislative Committee adopted 2016 Legislative Positions and Priorities.

The 2016 legislative session saw the introduction of 1173 Senate bills and 1644 House bills, with more than 380 relating to the funding, operation, or governance of local school systems. MABE monitored all of these bills, and submitted written or oral testimony on more than 120 bills. MABE’s legislative priorities focused on preserving local board governance authority, securing adequate operating and capital funding for FY 2017 and the 2016-2017 school year, and opposing legislative encroachment into the education policy and regulatory arena reserved to local boards of education in conjunction with the State Board.

The General Assembly enacted significant legislation in the education policy areas of student health, student free speech, student assessments, after school programs, and operating and capital funding. Bills debated, but ultimately rejected, would have significantly impacted school board authority regarding employee relations in the areas of discipline and collective bargaining; procurement; and school calendar. MABE’s 2016 Legislative Summary provides a comprehensive overview of the education related operating and capital budget actions and legislation enacted during the 2016 legislative session of the Maryland General Assembly.

2015 Legislative Session

The 2015 legislative session of the Maryland General Assembly convened on January 14, 2015 and adjourned 90 days later on April 13, 2015. In advance of the legislative session, MABE annually updated its Continuing Resolutions, which provide the foundation for legislative and policy positions in the coming year. On October 1, 2014 local board members approved Continuing Resolutions for 2014-2015, and on October 20, 2014, MABE’s Legislative Committee adopted 2015 Legislative Priorities and Positions.
