2018 Legislative Positions

MABE’s Legislative Committee adopted the 2018 Legislative Positions & Priorities at their November meeting. At the Annual Conference Business Meeting in October, the membership adopted resolutions which frame positions and priorities on major policy issues. These resolutions provide the foundation for the Legislative Positions & Priorities.

Latest School Law Deskbook Published

The Maryland School Law Deskbook is a concise and accessible guide written by Stephen C. Bounds, Director of Legal & Policy Services for MABE, John R. Woolums, Director of Governmental Relations for MABE, and Judith S. Bresler, Edmund J. O’Meally, and Rochelle S. Eisenberg, Maryland school law attorneys.

McDaniels Elected President at Annual Conference

On Wednesday, October 4, 2017, more than 150 school board members and other education leaders from across the state gathered for the Maryland Association of Boards of Education Annual Conference. The conference program gave members the opportunity to attend workshops on topics such as the Every Student Succeeds Act, emerging school law issues, and the future of school funding in Maryland.

MABE & PSSAM Join to Provide Remarks to Kirwan Commission

The Maryland Association of Boards of Education, representing all boards of education across the state, joined with the Public School Superintendent’s Association of Maryland (PSSAM) to present remarks to the Commission on Innovation and Excellence in Education, also known as the Kirwan Commission on October 12, 2017. The panel consisted of Tolbert Rowe, MABE President-Elect, Theresa Alban, Frederick County Superintendent of Schools, and D’Ette Devine, PSSAM President and Cecil County Superintendent of Schools.

Open Meetings Training Required

New Open Meeting Requirements & Training Impacting Local Boards

During the 2017 Legislative Session, the Maryland General Assembly passed the new Open Meetings Act training requirements for public bodies (HB 880 of 2017 / SB 450 of 2017). Public bodies, including local school boards, must comply with the new requirements by October 1, 2017.

As part of these new requirements, at least one member of each local Board of Education must be designated to take a training class on the Open Meetings Act. The designated local board member has 90 days after the designation to take the class.

MABE is now a designated provider of this course and will offer two immediate opportunities for training:

1. September 14, 1:00 – 4:00 p.m. – MABE office – Online Registration

2. November 3, 2017 – 9:30 a.m. – 12:30 p.m. – MABE office – Online Registration

New Board Member Orientations Set

This program is designed to teach the essentials of school governance, enabling new members to quickly assume an active role in school board decision making. Orientation will introduce the Key Work of School Boards, and immerse members in the basics of school law, policy, finance, advocacy, and more.
