Impact Statements
The first column of Impact Statements are based on estimates of the county-by-county impacts of the Governor's budget proposal (pending in the Special Session to begin October 29) to freeze the annual Inflation Factor for 2 years and phase in GCEI funding. These Impact Statements also include the cost of shifting teacher retirement payments from the state to the local governments (a "Doomsday' budget scenario presented to the General Assembly this summer), and school construction figures.
The second column of Impact Statements are based on the most recent figures for the county-by-county impact of receiving no inflation factor increase, including the full $207 million amount.
